RE:2015/2016 Sewer Improvements Project/2019 Orangewood Lakes Pump Station and Force Main Project Change Order No. 1 Close Outs

REQUEST:

The request of staff for the City Council is to review and consider for approval the attached deductive change order in the amount of ($88,312.46) and the final pay request in the amount not to exceed $311,029.65 from Augustine Construction Incorporated. 



DISCUSSION
:

As City Council may recall, the construction phase of the 2015/2016 Sewer Improvements Project began in January of 2019 and was completed in May of 2020.  The scope of work for this project included the demolition of an existing lift station located at Marine Parkway and Azalea Drive and the conversion of the lift station’s wet well into a sewer system manhole.  In addition, it included the construction of a new lift station at Marine Parkway and Tangelo Drive and the rehabilitation of the existing lift station at Avery Road and Court Street.  2,700’ of 10” force main was directionally bored from the newly installed lift station at Marine Parkway east to Tangelo Drive, north along Allamanda Drive and Charles Street, then east on Gulf Drive where it tied into the existing 14” force main at James Street.  Finally 600’ of 10” gravity sanitary sewer pipe was directionally bored on Marine Parkway east from Azalea Drive to the newly installed lift station on Marine Parkway at Tangelo Drive. The utility system expansion and lift station replacement and rehabilitation elements are identified in the City of New Port Richey Utility Master Plan document as a recommended ongoing utility capital improvement.

 

In an effort to expedite the 2019 Orangewood Lakes Pump Station and Force Main Project, staff added the project as a change order to the 2015/2016 Sewer Improvement Project.  As City Council is aware, in 2019 the City purchase the Orangewood Lakes Utility System (OWL).  However, the City did not purchase the Wastewater Treatment Plant as part of the acquisition.  Included in the purchase agreement was language allowing the City to lease the existing plant until the City could disconnect from the OWL utility system and tie into the City’s system thus creating the need to accelerate the project to keep costs at a minimum. The change order included the construction of 7,750’ of eight (8) inch force main from Magnolia Valley Drive and Betula Drive, crossing Massachusetts Avenue at Belah Drive, south on Osteen Road, and west on Sunrunner Drive tying into the newly constructed lift station.



RECOMMENDATION:

Approval the deductive change order and final pay request is recommended.



BUDGET/FISCAL IMPACT:

Funding is identified as water and sewer revenue funds, account #405535-46381-0968.
