RE:Second Reading, Ordinance No. 2022-2249: Rezoning of 18.9 Acres on Sea Forest Drive to Planned Development District - Residential

REQUEST:

The request is to hold the second reading to consider the adoption of Ordinance 2022-2249 to assign a zoning designation of Planned Development District – Residential to the 18.9 acres +/- of property located on the east and west sides of Sea Forest Drive just south of South Road. An aerial of the subject property is attached for reference.



DISCUSSION
:

As required by Florida Statutes, a property is annexed into the city and a future land use has been designated from its Comprehensive Plan then the subject property must be designated with a zoning classification from its Land Development Code. 

 

The subject 18.9 acres is proposed to be developed through the City’s Planned Development District zoning.  This proposed rezoning would implement the required Planned Development District – Residential to the subject property to provide for the development of a total of 82 dwelling units (32 townhomes and 50 apartment units) on the 18.9 acres.  This designation would protect some of the environmental features which exist on the property while ensuring that the development fully complies with the City’s requirements for multi-family development.

 

City staff completed a full review of the proposed project and finds the proposed project in compliance with the City’s Comprehensive Plan and Land Development Code.  Please see the attached City staff report for the full review.



RECOMMENDATION:

The City’s Land Development Review Board (LDRB) held a public hearing for this proposed rezoning to Planned Development District - Residential on September 16, 2021. Based on the information provided in the City staff report and testimony provided at the public hearing, the LDRB unanimously recommended approval of the rezoning to Planned Development District – Residential.
