As Council is aware, a request has been made by a potential vendor to operate an animal-drawn vehicle in the downtown. After further review by the City Attorney, it was determined that the City’s current code for animal-drawn vehicles is inconsistent with State Statutes.
The proposed ordinance attached for Council’s review and approval will amend the City’s Code of Ordinances regarding animal-drawn vehicles to be in alignment with the provisions outlined in Chapter 316, Florida Statutes. The proposed ordinances also establishes a franchise fee equal to 2.5% of the gross receipts from the operation of each animal-drawn vehicle within the city to be paid monthly to the City. The proposed ordinance also amends some of the provisions regarding the treatment of the animals and method for enforcement.
