As Council is aware, three (3) new Captain Positions were approved in conjunction with the ratification of the Collective Bargaining Agreement between the City and IAFF on April 6, 2021. Since that time a matter related to the career ladder step plan has been come to light. Specifically, when a higher level FF/Paramedic is promoted to the position of Captain and the salary is adjusted in accordance with the current pay plan the result is a reduction in salary.
In order to address this disproportion a revised Captain/Paramedic Career Ladder Step Plan is being proposed which adjusts the hourly rates. A copy of the revised career ladder plan is attached for your review.
Additionally, as part of the agreement the parties have settled on the following point as it relates to the administration of the ladder plan. In the event that an employee is promoted to the position of Captain/Paramedic and said promotion results in a reduction in their hourly rate then the employee shall remain at the higher pay rate until such time as a subsequent career step is achieved.
