RE:2022 WWTP Surface Water Discharge Administrative Order Compliance Task Order No. 14 - Engineering Services

REQUEST:

The request of staff for City Council is to review and consider for approval the 2022 WWTP Surface Water Discharge Administrative Order Compliance Task Order No. 14 from Stroud Engineering Consultants, Inc for engineering services in the amount not to exceed $58,750.



DISCUSSION
:

As Council is aware, the City and County share ownership of the WWTP located at 4730 Main Street. The plant has a treatment capacity of 7.5 Million gallons per day and operates under a Florida Department Environmental Protection (FDEP) permit. The existing plant permit contains a ten year term limit that expires November 6, 2022. The existing permit allows the City to directly discharge treated effluent during wet weather conditions into the Bayou. As part of the renewal process FDEP issued an Administrative Order mandating that the City verify that the discharge does not have a negative impact on the bayou and surface waters. Subsequent to the City’s submission, FDEP has requested additional information on influent and effluent copper levels. The attached task order addresses both HB64 for surface water discharges and the administrative order requirements for FDEP to issue the City/County a new operating permit for a 10 year term being in November 2022 to November 2032.



RECOMMENDATION:

Approval of Task Order is recommended.



BUDGET/FISCAL IMPACT:

Funds for this project are identified in the City's WWTP’s Division account No.401112-43129. It should be noted that Pasco County is responsible for approximately 40% of the proposed cost of the proposed task order.
