RE:City Hall HVAC Replacement Project Award/Budget Amendment Approval

REQUEST:

The request of staff for City Council is to review and consider for approval the attached do not exceed proposal in the amount of $602,174.18 from Air Mechanical and Service Corporation (AMSCO), for the replacement of one HVAC system including controls.  The proposal contains the same pricing, terms, and conditions as the City’s existing HVAC Maintenance Contract with AMSCO ITB No. 17-012.   In addition, staff would request City Council to review and approve the attached budget amendment in the amount not to exceed $250,000.  This dollar amount is currently identified in the City’s current Capital Improvement Program (CIP) and allocated for the Grey Preserve Improvements project’s construction phase.  Delays in design and grant funding has moved this project into the 22/23 fiscal year (FY).  It is expected that the balance of the HVAC project will be funded out of the City’s 22/23 FY budget and that funding for the Grey Preserve Project will be adjusted accordingly in next FY’s budget.      



DISCUSSION
:

Subsequent to the Library Renovations project Volt Air Consulting Engineers was tasked by staff to perform a system evaluation on the existing City Hall HVAC and identify deficiencies.   As City Council is aware, the City Hall system is the oldest remaining HVAC system in operations.  The majority of the HVAC system components appear to be original to the building built in 1989.  The newest component is the chiller that was installed in 2007.  In conclusion, the deficiency analysis recommended the replacement of the existing system as all components have met their useful life except for air handling units (AHU) four and five and the two split systems installed in the Technology Solutions area.

 

The scope of work includes:

1.       The upgrade of the existing direct digital controls (DDC) system.  This system upgrade would convert the HVAC system into a total automated system where one central computer would control system operations of components, collect data for trend implementation, monitor system for failures, and submitting automated notifications of the failures for the appropriate remediation to the system.  

2.      The replacement of the existing 76 ton air cooled chiller including piping, valves, and support systems. 

3.       Pump replacements to include variable speed pumps with the addition variable frequency devices or VFDs.

4.       The replacement of AHU one, two, and three including ductwork in the mechanical room.




RECOMMENDATION:

Approval of the proposal and budget amendment is recommended.

 




BUDGET/FISCAL IMPACT:

Funding for the project is identified as Penny for Pasco tax dollars.
