RE:2019/2020 Street Improvements Project Close Out

REQUEST:

The request of staff for the City Council is to review and consider for approval the attached deductive change order in the amount of $343,959.11 and the final pay request in the amount not to exceed $264,074.80 submitted by Ajax Paving Industries of Florida, LLC for the completion of the 2019/2020 and 2020/2021 Street Improvements projects.

DISCUSSION
:

As City Council may recall, the 2019/2020 Street Improvement Project included the milling and paving of Meighan Court from Mandy Lane to Jasmin Drive, Bandura Street from Kerry Street to Rowan Road, Kentucky Avenue from Madison Street to Davis Street, Indiana Avenue from Washington Street to the eastern City Limits, George Street from Cecelia Drive to Gulf Drive and the neighborhoods of Jasmine Hills and Hazeldon Estates.  In addition to paving, areas where the existing sidewalk was cracked or damaged was removed and replaced as part of the project.  In areas where existing stormwater inlet structures were located in the grass adjacent to the street, concrete flumes were constructed from the edge of the street to the inlet structure as part of a best management practice.

In an effort to expedite the 2020/2021 Street Improvement Project, City Council recommended that staff add the project as a change order to the 2019/2020 Street Improvement Project.  On November 2, 2021 at a City Council regularly scheduled meeting, City Council approved the change order presented by staff.  As a result of the change order, the project time frame was expedited by eliminating the bid phase and contract phase which resulted in a reduction of consultant fees.  Finally, the change order avoided a possible increase in construction cost due to inflation.  Streets included in the change order were Oelsner Street from the south end of the bridge to Avery Road, Ladyfish Court from cul-de-sac to Oelsner Street, Manatee Point Road from cul-de-sec to Grand Boulevard, Tarpon Lane, Carlton Road from west end to Green Street, Green Street from Dartmouth Road to Palmetto Road, Van Buren Street from Massachusetts Avenue to Indiana Avenue, Kentucky Avenue from Congress Street to Hills Drive, Adams Street from Central Avenue to Massachusetts Ave, Illinois Avenue from Grand Boulevard to Monroe Street, Georgia Avenue from Monroe Street to Van Buren Street, Louisiana Avenue from Madison Street to Pinecrest

Drive, Delaware Avenue from Lafayette Street to Grand Boulevard, Georgia Avenue from Lafayette Street to Grand Boulevard, and High Street from Aspen Street to George Street.  As previously mentioned, areas where the existing sidewalk was cracked or damaged was removed and replaced as part of the project.  In areas where existing stormwater inlet structures were located in the grass adjacent to the street, concrete flumes were constructed from the edge of the street to the inlet structure as part of a best management practice.
