RE:Request to Approve the Addition of Juneteenth Day as an Official City Holiday

REQUEST:
The request is for City Council is to approve the addition of Juneteenth Day as an observed official paid holiday to Section 13.01 - Official Holidays of the City of New Port Richey Personnel Rules and Regulations Human Resources Policy Manual.


DISCUSSION
:
As Council is aware, President Biden signed a bill into law last year which designates June 19th as Juneteenth National Independence Day.  The US federal holiday commemorates the end of slavery in the United States, and is the first federal holiday established since Martin Luther King Jr. Day in 1983.  As June 19th falls on a Sunday this year, the holiday will be observed on Monday, June 20, 2022.  For future observances when June 19 falls on a Saturday the observed holiday will be on the preceding Friday, and on Sunday the observed holiday will be on the following Monday.  All city offices and the library will be closed and the Recreation & Aquatic Center will operate on their normal holiday hours of 10AM-5PM.

RECOMMENDATION:

Staff recommends that City Council approve the addition of Juneteenth Day as an observed official paid holiday to Section 13.01 - Official Holidays of the City of New Port Richey Personnel Rules and Regulations Human Resources Policy Manual as requested.

BUDGET/FISCAL IMPACT:

There is little to no financial and budget impact associated with this item as this holiday observance will replace a scheduled work day for most employees.  The funding that will be required to cover this expenditure will be provided through use of the payroll budgets of the affected employees respective department.
