REQUEST:
The City Council is asked to award RFQ No22-013, Professional Consultant Services for Library Strategic Planning, based on the recommendation of the Library Advisor
DISCUSSION:
On April 12, 2022, RFQ22-013, Professional Consultant Services Library Strategic Planning, was released and made accessible to the public using the following venues: Onvia, DemandStar, the City’s website, and notification of advertisement in Tampa Bay Times. The City received proposals from the following 4 firms:
· ATB Evaluation Services, LLC
· Doyenne Strategy
· Maxine Bleiweis & Associates
· Library IQ
The Library Advisory Board and City Staff reviewed and discussed the proposals at their April 25, 2022 and May 23, 2022, Meetings. Board Members critiqued the applicants based on criteria set forth in the RFQ. After reviewing the proposals, the Library Advisory Board chose to recommend Library IQ.
Additionally, the Library is a member of the Tampa Bay Library Consortium (TBLC). This organization does much to support initiatives of its member libraries by way of professional development opportunities, collection resources such as bulk subscription pricing, facility resources, grant funding, and more. As such, TBLC has committed $5,000 in funding to assist with this project.
RECOMMENDATION:
Based on the results of the evaluation process, the recommendation is that RFQ22-013, Professional Consultant Services Library Strategic Planning be awarded to Library IQ in the amount of up to $18,000. The recommended amount includes an additional in-person presentation of the finalized Strategic Plan to City Council, City Administration, Library Advisory Board, and Staff which is $1,000 less than what was originally proposed by Library IQ.
Additionally, the Tampa Bay Library Consortium (TBLC) has committed to contributing $5,000 to the overall cost of this project.
BUDGET/FISCAL IMPACT:
Funding in the amount of $18,000 is available in the FY 2022 Library Budget. | | | |
