RE:Recommendation of Firm for CRA Master Plan Update - Page 6

REQUEST:
The request is for the Board of Directors of the Community Redevelopment Agency to approve a contract to create an updated Master Plan. The focus of the work will be on recommendations, priorities, and implementation of projects and programs in accordance with Section 163.360, Florida Statutes, and consistent with the City of New Port Richey's Comprehensive Plan. 


DISCUSSION:

The anticipated updated plan takes into consideration the previous work completed in in the 2018 updated plan for the original 2001 Master Plan. The schedule of events were set as follows:

We received three timely proposals on June 30th and no other proposals came in after the fact.  We conducted in person interviews with all three candidates and provided digital access to the meeting for those who were unable to attend in person.  Each candidate firm was given 30 minutes present to the evaluation team and 30 minutes to answer questions and provide additional clarification.

 

Each proposal was compared and contrasted based on the written documents, suggested deliverables, and expectations set forth in RFP--22-015. The interviews were conducted and each proposal came from organizations with a wealth of experience and a breadth of knowledge we feel would be capable of completing our request for an updated plan and would include actionable and measurable outcomes. 

The three organizations included and estimated cost:

Stantec  $ 59,000.00

SM&E   $ 59,727.00

The Jorge M. Perez Metropolitan Center at Florida         $115,000.00

International University (FIU)

 

Each provided information on economic analysis, public participation, improvements review with financing implementation strategies, and a schedule of time and cost. 




RECOMMENDATION:

Staff recommends that the Board of Directors approve the contract award this July 19, 2022, in accordance with a designated timeline to Stantec.   

 

Stantec has an understanding of the opportunities within New Port Richey and have included communication channels to build momentum going forward with a project website, online survey, and select social media posts to increase the likelihood of participation in the planning process. Consideration will be given to the work that has been done and the accomplishments since previous public forum input.  They will provide an implementation evaluation matrix.

 

Review of the CRA district boundary and map and identification of sites and opportunities, areas in need of significant redevelopment, net impact on tax increment, and any changing priorities.

 

Development of the Vision, Goals, and Objectives as both aspirational and achievable. Identify funding sources and provide input on the funding structure or changes the may be incorporated into the city's annual budget and financial plan to help support overall Plan implementation. 

 

The process will take approximately 6 months to complete and the goal is to have a completed plan prior to our annual plan due date in March of 2023. They have previous C.R.A. experience in guiding the planning process. Their location  at 777 S. Harbour Island Blvd. in Tampa has given them additional experience at a local level and can bring that knowledge base to our Community Redevelopment Master Plan.   

 

We believe their experts in smart mobility, resilience, real estate feasibility, planning and urban design with mixed use architecture, will uniquely position New Port Richey to be innovative and creative toward our future development.
