As City Council may recall, the City acquired the OWL water system in FY 2018/2019. Subsequent to the City’s purchase of the utility, staff worked with a utility design consultant to upgrade the water system to meet current City utility standards. Fire hydrants were installed at or near neighborhood entryway locations and the volume of water was increased by upsizing of water mains to satisfy the user demands of the existing and future neighborhoods and commercial structures. The project’s scope of work included the following water system elements:
1. 3,100 linear feet of 12-inch diameter water main pipe.
2. Approximately 930 linear feet of 6-inch diameter water main pipe.
3. Approximately 150 linear feet of 4-inch diameter water main pipe.
4. Five (5) Hydrant assemblies.
5. Numerous valves, valve boxes, fittings, and services connections.
In addition, construction improvements surrounding Sims Park and the Hacienda Hotel were completed as a change order to the OWL Improvement Project. The change order eliminated the bid document creation process cost, the bid advertisement process, and expedited the park improvements approximately eight weeks. The purpose of the park improvements is an effort to complement renovations to the hotel and meet level of service demands for the expected increase of pedestrian volumes between the Hacienda Hotel and Sims Park. The improvements included the construction of sidewalks, landscape, irrigation, and hardscape improvements north and west of the hotel connecting into the park. As City Council is aware, previous projects included the redesign and construction of the Gloria Swanson parking lot, sidewalk improvements and the installation of the “walk of fame” on the east side of the hotel as well as sidewalk improvements facing Main Street.
