RE:2018/2019 Sewer System Improvement Project – Project Close Out

REQUEST:

The request of staff for City Council is to review and consider for approval the attached deductive change in the amount of ($116,711.59) and the final pay request in the amount not to exceed $405,053.12 submitted by Augustine Construction, Inc. for the completion of the 2018/2019 Sewer System Improvement Project.  Total construction cost for the project is $1,281,570.41.



DISCUSSION
:

As City Council may recall, in October of 2020 the City contracted with Augustine Construction, Inc. to construct and complete the 2018/2019 Sewer System Improvement Project.  The scope of work for this project was separated into two (2) main components.  Component one was sanitary sewer force main construction in three locations.  Approximately 1,500’ of 10” force main has connected at the existing lift station located at Avery Rd. and Astor Dr. and is now tied into the existing eight-inch force main at Palmetto Rd.  The existing eight-inch force main was capped and abandoned.  Approximately 1,370’ of six inch and 600’ of 12” force main was connected at the existing lift station located at Louisiana Ave. and Lafayette St. and was tied into the existing six-inch force main at Grand Blvd. and Dailey Ln.  The existing six-inch cast-iron force main was severely deteriorated due to stresses and age; this pipe was abandoned, capped, and replaced.  Approximately 2,400’ of 10” and 620’ of eight-inch force main was connected at the Frances Avenue Park lift station, proceeds north on Frances Ave., west on Georgia Ave. and ties into the existing 10" force main stub out located at Grand Blvd.  This work also included for the existing cast iron pipe to be abandoned, capped, and replaced.  The second component of the work involved the rehabilitation of the existing sewer lift station located at Lafayette St. and Louisiana Ave.  This lift station contained an old steel wet well that was subject to corrosive atmospheres and was approaching the end of its serviceable life and was in need of system upgrades.  The completed force main improvements and lift station rehabilitation was identified in the City’s current Utility Master Plan as a recommended ongoing utility capital improvement project.  Of important note is that this final pay application includes a deductive change order resulting in the savings of $116,711.59, bringing the original contract amount of $1,398,282.00 down to $1,281,570.41.



RECOMMENDATION:

Approval of the deductive change and final pay request is recommended.



BUDGET/FISCAL IMPACT:

Water & Sewer Construction Fund budget included funding for this project.
