REQUEST:
The request of staff for City Council is to review the attached Halff Associates, Inc. recommendation memo and to consider approval and award to the lowest bid submitted by Ajax Paving Industries of FL, LLC (Ajax) in the amount not to exceed $1,485,564.25 for the 2021/2022 Street Improvement Project – ITB No. 23-002 bid award.
DISCUSSION:
As City Council may recall, the 2021/2022 Street Improvement Project includes the annual repair and maintenance of many City arterial/collector roads, as well as residential road repair and maintenance, based upon the methodology in the Pavement Management Plan developed by the Citizens Advisory Committee, Genesis, and City staff. The Streets included in this project are Illinois Ave. from Rio Dr. to Grand Blvd., Illinois Ave. from Van Buren St. to Congress St., Georgia Ave. from Grand Blvd. to Monroe St., Lafayette St. from Louisiana Ave. to Illinois Ave., Calhoun St. from Georgia Ave. to Tennessee Ave., Maki Ln. from Illinois Ave. to south end of Maki Ln., Franklin St. from Louisiana Ave. to Delaware Ave., Jefferson St. from Louisiana Ave. to Delaware Ave., Monroe St. from Louisiana Ave. to Delaware Ave., Frances Ave. from Louisiana Ave. to the end of Frances Ave., Jackson St. from Louisiana Ave. to Illinois Ave., Van Buren St. from Louisiana Ave. to Delaware Ave., Harrison St. from Louisiana Ave. to Illinois Ave., Adams St. from Tennessee Ave. to Delaware Ave., Congress St. from Louisiana Ave. to the end of Congress St., Alaska Ave. from Van Buren St. to Harrison St., Tennessee Ave. from Van Buren St. to Harrison St., Kings Ct. from Harrison St. to the end of Kings Ct., Palmetto Rd. from US Hwy 19 to Astor Dr., and Burns Point Cir. From Jasmin Dr. to the end of Burns Point Cir. In areas where the existing sidewalk is cracked or damaged it will be removed and replaced as part of the project. In flood prone areas the existing asphalt will be milled down so the new asphalt can be installed at the same existing grade. In areas where existing stormwater inlet structures are located, concrete flumes will be constructed from the edge of the road to the inlet structure as part of a best management practice.
Two (2) competitive bids were opened by the City on October 17, 2022. The project bids received ranged from a low bid of $1,485,564.25 to a high bid of $2,144,353.25. The Engineer of Record has reviewed the bid documents required for each submission, contract references, verified line-item dollar amounts, and has submitted a letter of recommendation for bid award.
RECOMMENDATION:
Approval of the low bid and award of the project is recommended.
