As you already know prior to its closing for construction activity, a number of large group public feedings of the homeless had been occurring in Sims Park. The large group public feedings were occurring on a regular basis and had become a deterrent to the normal enjoyment of the park. In order to address this matter the staff has developed an ordinance that regulates the use of park property for large group public feedings. The purpose of the ordinance is twofold. First, to accommodate for large group feedings in public parks in the city through a permit system. Secondly, to ensure the safe, sanitary and peaceful enjoyment of the parks by city residents.
Specifically, the ordinance sets forth the following standards in regard to this matter:
· A permit is required in order to host a large group feeding
· No more than two large group feeding permits shall be issued to the same organization in a 12-month period
· Large group feedings shall only occur in Sims Park and Francis Avenue Park where adequate restroom facilities are provided
Incidentally, James E. Grey Preserve is not covered by the restrictions of this ordinance.
