REQUEST:
The request is for City Council to approve an amendment to the City's Personnel Rules and Regulations Human Resources Policy Manual Section 13 Holidays, Subsection 13.01 Official Holidays to recognize a half-day holiday for Christmas Eve and a half-day holiday for New Year’s Eve, while subtracting one Floating Holiday from each full-time staff member’s annual accrual beginning on December 21, 2022.
DISCUSSION:
As City Council may recall, there was a previous discussion regarding Christmas Eve and New Year’s Eve being recognized as half-day holidays. Staff discussed this item with the Labor Management Committee where it was unanimously agreed upon that an amendment should be forwarded to City Council for their approval to recognize Christmas Eve and New Year’s Eve as half-day holidays with one Floating Holiday being subtracted from every full-time staff member’s accrual on their anniversary date beginning on December 21, 2022.
RECOMMENDATION:
Staff recommends that City Council approve the proposed amendment to the Personnel Rules and Regulations Human Resources Policy Manual Section 13 Holidays, Subsection 13.01 Official Holidays to show Christmas Eve and New Year’s Eve as half-day holidays and authorize that one Floating Holiday being subtracted from each full-time staff member’s Floating Holiday accrual on their anniversary date beginning on December 21, 2022.
BUDGET/FISCAL IMPACT:
The total estimated fiscal impact is approximately $2,600. This accounts for part-time employees that do not receive a floating holiday accrual, and employees of the Police and Fire Departments which receive a holiday differential for working on the recognized holiday. The increase will be funded from the cost savings of unfilled positions within each division. | | | |
