Attached for your review and consideration by the City Council is a proposal from Concrete Conservation, Inc. for sanitary sewer manhole rehabilitation in several areas of the City.  The proposal is in the amount of $199,873.96 and includes an owner’s contingency of $20,000.  The Concrete Conservation, Inc. proposal contains the same unit price and mobilization as the current Jacksonville Electric Authority (JEA) contract #JEA11198.  The usage of this contract and pricing is in accordance with the city’s purchasing procedures and guidelines.

Subsequent to extensive inspection work by city crews of the sanitary sewer system, the proposed work is being undertaken because of severe deterioration of the existing manhole structures.  52 manholes have been proposed to be lined. The majority of which are in the Magnolia Valley Neighborhood west of Rowan Rd. and north of Massachusetts Ave. These manholes have extensive cracking of the brick work or pre-cast concrete and/or deterioration of the concrete or grout.  Further deterioration of the structures could result in structural failure and affect the surrounding areas above the manhole including the asphalt roadways.  During times of heavy rainfall and high ground water, these structures begin to infiltrate water and contribute to the affected lift stations pumping at significantly higher rates.
