For approximately 9 years, the City has renewed an interlocal agreement with Pasco County for animal control services. The annual cost to the City was determined based on counts of service provided as recorded by animal control staff. The current FY 2022/2023 budgeted amount for the service is $165,220.00. This record-keeping was inaccurate because the service area geography was determined by zip code, rather than by actual City boundaries.
The proposed agreement will establish the annual charge to the City based on the net operating cost per capita of providing services to the residents of unincorporated Pasco County and those municipalities also served by the Pasco County Animal Services Department. The City population shall be taken from the most recent edition of the Local Government Financial Information Handbook produced by the Florida Legislature's Office of Economic and Demographic Research. This methodology is what is currently being used to determine costs to the other cities.
Authorizing this change in the agreement will reduce the City's cost for FY 2022/ 2023 to $139,447.00.
