In January 2014, City Council approved Ordinance No. 2014-2028 which relinquished control for animal control services to Pasco County. At that time, the City entered into an Interlocal Agreement with Pasco County for animal control services. The original Interlocal Agreement's fee structure was based on "the annual cost for Services based on personnel costs (Salaries, FICA, Retirement, lnsurance), and reasonable allocations for supervision and management oversight, and ancillary costs (animal food, veterinary services and supplies, court filing fees, communications, fuel, vehicle maintenance/depreciation, uniforms, and training/certification, etc.)"
Based on recent discussions between staff and Mike Shumate, Pasco County Animal Control Director, it would be in the City's best interest to rejoin the original Interlocal Agreement currently between the County and the other municipalities for animal control services as the annual fees for animal control services would be greatly reduced since the calculated costs would be based on the net operating cost per capita of providing services to the residents of unincorporated Pasco County and those municipalities also served by the Pasco County Animal Services Department. Costs for the other municipalities are currently based on the most recent edition of the Local Government Financial Information Handbook produced by the Florida Legislature's Office of Economic and Demographic Research.
The current fees assessed to the City by Pasco County have been inaccurate because the service area geography was determined by zip code, rather than by actual City boundaries.
Should City Council approve the Resolution and new Interlocal Agreement, it will reduce the City's cost for FY 2022/ 2023 from $165,220.00 to $139,447.00.
