RE:RFP23-011 Disaster Recovery and Debris Removal Services

REQUEST:

The action requested of the City Council is to consider for award, the attached RFP 23-011 for Disaster Recovery and Debris Removal Services to DRC Emergency Services and to consider for approval to allow staff to enter into a contract agreement in accordance with the same terms and conditions set forth in RFP 23-011 to DRC Emergency Services.

 



DISCUSSION
:

On January 11, 2023 RFP 23-011 was advertised for Disaster Recovery and Debris Removal Services, (DRDRS).  On February 9, 2023 six (6) sealed proposals were submitted to the City Clerk’s Office by the 2:00 p.m. deadline. The six proposals were submitted with bids ranging from $21,225,172.50 to $32,972.018.00.  DRC Emergency Services is a privately held Florida-based national firm located in West Palm Beach, Florida.  DRC Emergency Services that specializes is in the field of (DRDRS)

The Federal Emergency Management Agency’s, (FEMA) does not allow communities to piggyback off of one another for these types of services, the City proceeded with the RFP process to meet FEMA’s mandate.  In addition, stringent requirements for debris removal and disposal are required to be submitted to the Federal Emergency Management Agency (FEMA) for reimbursement of costs associated with recovery efforts during emergency events.  These challenges have prompted the need for agencies to execute secondary contract agreements with certified contractors performing the debris removal and disposal services should the need arise when an event may be too large for staff to handle.  If approved, this agreement puts in place a secondary/redundancy for these services. 



RECOMMENDATION:

Action to award RFP 23-011 to DRC Emergency Services and approval for staff to enter into a contract agreement with DRC Emergency Services for (DRDRS) with the same terms and conditions as RFP 23-011 are recommended.



BUDGET/FISCAL IMPACT:

There is no impact on the budget; funding for these services will only be authorized subsequent to approval by the City Council.
