RE:RFP23-012 Disaster Management, Monitoring, Oversight, and Recovery Services

REQUEST:

The action requested of the City Council is to consider for award, the attached RFP 23-012 for Disaster Management, Monitoring, Oversight and Recovery Services to Thompson Consulting Services and to consider for approval to allow staff to enter into a contract agreement in accordance with the same terms and conditions set forth in RFP 23-012 to Thompson Consulting Services.



DISCUSSION
:

On January 11, 2023 RFP 23-012 was advertised for Disaster Management, Monitoring, Oversight and Recovery Services, (DMMORS).  On February 9, 2023 four (4) seal proposals were submitted to the City Clerk’s Office by the 2:00 p.m. deadline. The four proposals were submitted with bids ranging from $389.35 to $741.00.  Thompson Consulting Services is a privately held Florida-based national firm incorporated in 1953 and headquartered in Maitland, Florida.  Thompson Consulting Services that specializes in the field of (DMMORS)

The Federal Emergency Management Agency’s, (FEMA) does not allow communities to piggyback off of one another for these types of services, the City proceeded with the RFP process to meet FEMA’s mandate.  In addition, stringent requirements for monitoring and documentation are required to be submitted to the Federal Emergency Management Agency (FEMA) for reimbursement of costs associated with recovery efforts during emergency events.  These challenges have prompted the need for agencies to execute secondary contract agreements with certified contractors performing the monitoring and oversight services should the need arise when an event may be too large for staff to handle.  If approved, this agreement puts in place a secondary/redundancy for these services. 



RECOMMENDATION:

Action to award RFP 23-012 to Thompson Consulting Services and approval for staff to enter into a contract agreement with Thompson Consulting Services for (DMMORS) with the same terms and conditions as RFP 23-012 are recommended.



BUDGET/FISCAL IMPACT:

There is no budget impact; funding for these services will only be authorized subsequent to approval by the City Council.
