REQUEST:
The request of staff for City Council is to review the attached bids and the Architect’s bid recommendation memorandum and approve the low bid in the amount not to exceed $4,290,074.00 and award the project to E&L Construction Group Inc. In addition, staff would request that City Council review and approve the attached budget amendment.
DISCUSSION:
As City Council is aware, in 2019 the City contracted with Spring Engineering, Inc. for architectural and engineering design services for the new construction and relocation of the City’s Fire Station No. 2 located at 6121 High St. The new site consists of a 1.19-acre parcel located on Grand Boulevard just north of Marine Parkway and south of High St. The construction project involves site preparation and the construction of a 7,876 SF single-story fire station. The station includes two (2) drive-thru bays, office space, a day room, training and exercise rooms, a bunker gear storage room, a commercial-grade kitchen, dorm style bedrooms to accommodate up to six (6) personnel, an OSHA certified decontamination room, and an outdoor private patio.
On December 7, 2022 ITB23-007 was advertised for the construction of Fire Station No. 2 Relocation Project. On January 12, 2023 three (3) sealed competitive bids were submitted to the City Clerk’s Office. The three (3) sealed bids were announced and opened on January 13, 2023. The bids ranged from $3,905,242 to $5,997,025. Subsequent to a review of the bids by staff and the consultant, a $200,000 owner’s contingence was added, the cost to provide all labor and materials to install natural gas generator, and the addition of a Grand Blvd. ingress/egress connection. When adjusted, the project total resulted in the above noted not to exceed cost of $4,290,074.00.
RECOMMENDATION:
Approval of the bid, project award, and budget amendment are recommended.
BUDGET/FISCAL IMPACT:
Funding for this project is available through Bond proceeds, ARPA funds and Penny for Pasco Tax Dollars. | | | |
