RE:First Reading, Ordinance 2023-2272: Parking Enforcement Specialists

REQUEST:

The request for City Council to approve the first reading of Ordinance No. 2023-2272.



DISCUSSION
:

Currently under Chapter 23, Section 23-62 (f), only police officers are empowered by the city to enforce parking infraction statutes within city limits.

 

Florida State Statute 316.640 authorizes municipalities to employ as a parking enforcement specialist any individual who successfully completes a training program established and approved by the Criminal Justice Standards and Training Commission for parking enforcement specialists.  Currently, all of our code enforcement officers are certified parking enforcement specialists through the State of Florida; however, they are not authorized by the current city ordinance to enforce parking infractions within the city.

 

By amending Chapter 23, Section 23-62 (f) to include “certified parking enforcement specialists” the city is authorizing our code enforcement officers to issue parking citations when they observe violations. This ordinance amendment will greatly enhance our parking enforcement efforts citywide.



RECOMMENDATION:

Approval of ordinance 2023-2272 first reading is recommended.

There is no budget impact.
