RE:2022 N. River Neighborhood Streetscape Improvements Project Award

REQUEST:

The request of staff for City Council is to review and consider for approval the low bid submitted in the amount not to exceed $1,591,315.50 and project award to Keystone Excavators, Incorporated for the proposed 2022 N. River Neighborhood Streetscape Improvements project.



DISCUSSION:

As Council is aware, this project is included in the 2022/2026 Capital Improvement Program.  A public meeting was held on October 12, 2021 in the City Council Chambers to gather input from residents prior to the design and construction phases.  Subsequent to that meeting and several meetings between staff and City Council, proposed construction improvements along N. River Road have been identified and included in the completed design phase.  These improvements include:

 

1.       Removal and replacement of the existing sidewalk on the east side of N. River Road.

2.       The milling and narrowing of the existing roadway.

3.     Roadway striping for pedestrian crossings and bike lane symbols.

4.       Decorative street lighting.

5.       Landscape and hardscape.

6.    The removal and replacement of existing traffic signage.

7.       LED crosswalk at Green Key Road and River Road.

8.      The straightening of the intersection located at N. River Road and Veterans Drive.

9.       Sod placement at Sims Park



RECOMMENDATION:

Approval of the low bid and project award is recommended.



BUDGET/FISCAL IMPACT:

Funds for this project are identified and allocated in the City's current Capital Improvement Program as Local Option Gas Tax Dollars.
