SUMMARY:

The purpose of this City Council work session is to advance a discussion related the City’s current residential waste hauling “subscription-based” system. 

 

Currently, six (6) waste haulers are authorized to operate within the City limits.  They are County Recycling, Inc. dba County Sanitation, Waste Pro of Florida, Inc. dba J.D. Parker & Sons, Waste Connections Inc., Waste Management Inc., of Florida, Republic Services of Florida Inc., dba Seaside Sanitation, and Peterson's Service Corporation.  Under the City’s current requirements, companies have to submit an annual waste hauling special permit application attached with a $500 permit fee.  Once the application is reviewed and approved by the City Council the companies are allow to operate within the City limits from January 1 to December 31 of a calendar year.  Each hauler must collect a 10% franchise fee from their customers as described in Resolution No. 2017-02 and submit to the City a list of their active customers quarterly.  Historically, all of the companies have included the franchise fee charge on their customer’s bills.  Items that are problematic with the current program are quarterly customer list submissions to the City have been sporadic. The existing program allows multiple trucks on the City’s roadway system, complaints about recycle material collection deficiencies, hour of operations, and not every resident subscribes for waste pick-up are frequent issues City staff has to address during a permit year.

 

As mentioned above, the purpose of this City Council work session is review and discuss the City’s current waste hauling system and determine if moving forward with a single trash hauler is City Council’s directive to staff.     




REQUESTED ACTION:

Staff recommends that City Council conduct the work session at 5:00 p.m. on April 6, 2023
