REQUEST:
The request of staff for City Council is to review and consider for approval Task Order No. 1 from Juturna Consultants, LLC. for professional services in the amount not to exceed $33,000 for the program implementation of the EPA’s Lead & Copper Rule mandate.
DISCUSSION:
On August 4, 2022, the EPA released guidance for developing and maintaining service line inventories to provide states with needed information for oversight and reporting to the EPA. The Lead and Copper Rule Revisions as it is titled, requires water utility systems to prepare and maintain an inventory of service line materials by October 16, 2024. Specifically, EPA’s Lead & Copper Rule mandate purpose is to:
- Provide best practices for inventory development and a removal time line.
- Distribution sample plan and implementation.
- Communicates information/outreach to the public.
- Prioritizes inventory development by critical facilities such as public and private schools.
RECOMMENDATION:
Approval of the attached task order is recommended.
BUDGET/FISCAL IMPACT:
Funds for this project are identified in the Water Production Division’s operating budget line item 401105-43199 for Professional Services - Misc.
