RE:2023 Fireworks Display and Friendly Fest Special Event

REQUEST:
The request before City Council is to review the application for an Alcoholic Beverage Special Event Permit that will allow for beer and wine to be sold at Sims Park during the City's annual fireworks celebration.  The event  will be held on Saturday, June 24, 2023, with a proposal from Wheelchairs 4 Kids to sell alcohol  between the hours of 4:00 pm and 11:00 pm. as a fundraiser for the not-for-profit.

DISCUSSION:

As Council is aware, for many years John Gilliss, formerly of Friendly KIA auto dealership, has partnered with the City to provide an event which features entertainment as well as a fireworks display and food vendors in Sims Park.   The title of this year's special event is recognized as Friendly Fest.  Wheelchairs4Kids, a not-for-profit, returns as the applicant. 

 

The Special Event Team met to review the Alcoholic Beverage Special Event Application for the event on May 9, 2023 and found no objection to the application.

 

 

The Alcohol Beverage Special Event Permit application states the requested times for alcohol sales to take place from 4:00 pm to 11:00 pm, per city ordinance, Chapter 3, Sections 3-5 (3) Conditions for ABSEP approval.  j. Hours of operation for the sales an/or consumption of beer and wine shall be limited to noon through 11:00 pm for events held Monday through Saturday and 1:00 to 9:00 pm for events held on Sunday; the applicant shall be fully responsible for enforcing the hours of operation; and the applicant shall be liable for the failure to enforce the hours of operation.   A site map that denotes the locations of where beer and wine will be sold is attached. 

 

Therefore the Alcoholic Beverage Special Event Application is being passed onto you for consideration.  



RECOMMENDATION:
The recommendation before City Council is to approve the Alcoholic Beverage Special Event Application for the Fireworks and Friendly Fest Event as per the language of Ordinance in Chapter 3 of the City Code and in accordance with the attached map.
