RE:ITB23-019 Wastewater Treatment Plant (WWTP)/Water Treatment Plant (WTP) Bulk Chemical Purchase Bid Award

REQUEST:

The request of staff for City Council is to review and consider for approval the attached bid results submitted to the City for the bulk purchase of sodium hypochlorite used in the treatment process of wastewater and raw water and award the low bid to Allied Universal Corporation. 



DISCUSSION
:

On June 1, 2023 three (3) sealed bid packages were received by the City Clerk and opened on June 2, 2023.  The results of the bid tabulation identified the apparent low bidder as Allied Universal Corporation of Miami Florida for bulk purchase of sodium hypochlorite at $1.44 a gallon (gl.).  This is an increase of 45.7% per gallon rate or an approximately $68,400 per year increase for the WWTP and approximately a $57,560 increase for the WTP.  The other bid submitted was from Odyssey Manufacturing Company at a rate of $1.85/gl. The other vendor, Univar USA declined to submit a bid. Subsequent to the bid tabulation, Wastewater Treatment Plant personnel reviewed and verified performance standards of the sodium hypochlorite as describe in the bid documents and have confirmed that Allied Universal Corporation has met all of the terms of the bid documents.  In addition, staff has confirmed with the City of Palm Bay Florida that the current pricing is in line with the current market. Staff has reached out to Allied to see if the City could piggyback off of the current Pasco County contract and have been denied by the contractor.  Finally, staff has reached out to Pasco County to see if the County will add New Port Richey to their bid documents this September to obtain a possible “economy of scale” dollar amount which would result in a lower cost.      



RECOMMENDATION:

The recommended action by staff of Council is to approve the bid tabulation and award the low bid for the purchase of hypochlorite to Allied Universal Corporation.  



BUDGET/FISCAL IMPACT:

Funding for the purchases is budgeted and available in the Water Pollution Control No. 401112-45221, Reclaimed Water-Production No. 401111-45221.
