REQUEST:
The request of staff for City Council is to review the attached speed study and petition and to consider for approval the installation of two (2) speed cushions on Plathe Road.
DISCUSSION:
As City Council is aware, during its June 2, 2015 regular meeting Council approved the Plathe Road transfer of ownership from Pasco County to the City of New Port Richey. As part of the inter-local agreement between the County and the City, it was agreed the County would design road improvements and the City would construct the design. Subsequent to the road construction, which included straightening of the road, base work, and the application of asphalt, a seven day speed study was conducted by the City's Public Works Department. The results of the study identified the combined 85 percentile rate of speed by vehicles traveling east and west was 31 mph; or on average 11 mph over the existing 20 mph speed limit. The results were expected by staff due to several calls from residents complaining about the increased volume of vehicle traffic and speeds along the quarter mile stretch of improved roadway between Baker Road to Rowan Road.
RECOMMENDATION:
Approval of the speed cushion installations is recommended.
BUDGET/FISCAL IMPACT:
Should City Council approve the installations, staff is expected to utilize speed cushions in storage that were used on River Road between Sunset Road and Veterans Drive. Funds for the installation hardware are available in the street operating budget line item 52-99 Operating Supplies - Miscellaneous.
