RE:Cooperative Funding Agreement - North Park Stormwater Improvements

REQUEST:

Attached for review and consideration by City Council is a Cooperative Funding Agreement between the City and the Southwest Florida Water Management District.  The agreement allocates SWFWMD funding in the amount of twenty thousand dollars and zero cents ($20,000.00) for the design and construction of stormwater treatment components of the North Park Neighborhood.

DISCUSSION
:

The proposed scope of work is included in the City's current Capital Improvement Program as an element in the 2015/2016 Stormwater System Improvements Project.  The proposed stormwater improvement element is the construction of a detention pond located at 6251 Delaware Avenue east of Van Buren Street.  This area was identified in the City's 2013 Stormwater Master Drainage Plan 10-Year Update due to continual street flooding and repetitive flooding of homes during storm events.  As Council may recall, the purchase of this property was approved by Council at its August 5, 2014 regular meeting for the purpose of constructing a stormwater detention pond.  Subsequent to the purchase, staff applied and was approved for SWFWMD cooperative funding for the 2015/2016 fiscal year.  This cooperative funding agreement secures those appropriated funds.

RECOMMENDATION:

Approval of the SWFWMD Cooperative Funding Agreement is recommended.

BUDGET/FISCAL IMPACT:

Funding for this project is identified as twenty thousand dollars and zero cents ($20,000) SWFWMD cooperative funding and  twenty thousand dollars and zero cents ($20,000) Stormwater Utility funds.
