REQUEST:
The request is to award the contract for the Hacienda Rehabilitation Grant released October 14 and due November 12, 2015 for an amount not to exceed $868,338.
DISCUSSION:
Since the submission of the bids staff has been reviewing the proposals in consultation with our consultant and architect on the project. Specifically, the bids covered the following project elements:
- Demolition
- Concrete, Masonry & Spalling Repair
- Structural Steel/Metal Repair
- Carpentry, Rough & Trim
- Roofing & Waterproofing
- Stucco, Plaster Repair
- Windows & Doors Furnished & Installed
In a review of the submitted proposals, amounts related to installation of windows & doors substantially exceeded the grant funds awarded by the Department of Historic Resources. In consultation with the architect, it was determined that the cost of windows and doors installation not be included largely due to the fact that higher priority, structural concerns must be completed. And that any combination of costs related to higher priority items did not allow for a complete and efficient installation.
In comparison of the bid proposal it was determined that DL Porter, even after consideration of removal of the window and door cost, was the lowest bidder.
RECOMMENDATION: The recommendation is to enter into a contract with D.L. Porter Construction, Inc. for an amount not to exceed $868,338.
BUDGET/FISCAL IMPACT: The funding is provided by the Department of Historic Resource as defined in the Hacienda Rehabilitation Grant. | | | |
