RE:Pickup Truck Purchase - (109) Construction Services Division, Cargo Van Purchase - (107) Water & Reclaimed Water Distribution

REQUEST:

The action requested of City Council is to review and consider approval of the four (4) attached proposals.  Two (2) from Ford of Port Richey in the amounts not to exceed twenty-four thousand six hundred seventy-seven dollars and zero cents ($24,677.00) for the purchase of a 2016 F250 pickup truck and twenty-five thousand four hundred thirty-four dollars and zero cents ($25,434.00) for the purchase of a 2016 T250 Cargo Van.  Pricing is in accordance with the Florida Sheriffs Association & Florida Association of Counties Contract No. 15-23-0904.  The other two (2) proposals are in the amount not to exceed four thousand eight hundred ninety-one dollars and fifty-one cents ($4,891.51) and six hundred ninety-six dollars and fifty-one cents ($696.51) from the City's Fleet Maintenance Supervisor for the purchase and installation of miscellaneous hardware to outfit the vehicles.



DISCUSSION
:

Included in the City's 2015/2016 Budget was the creation of a Facilities Maintenance Division.  This division included a field supervisor position which was filled by the transfer of an existing employee from the Construction Services Division.  Once the transfer was complete it also included the transfer of the employee's existing assigned pickup truck.  The proposed purchase of a 2016 pickup truck is for the current inspector who filled the vacancy and has been sharing vehicles with other employees in the Public Works Department.  If approved, this purchase would be classified as an addition to the Public Works Fleet.    

 

As Council is aware, the City's Fleet Maintenance Vehicle Replacement Program identifies certain criteria in which vehicles are replaced.  Criteria examples are as follows, but not limited to 10 years or 100,000 miles, idle time, repair record, operational safety, usage, and fleet maintenance supervisor's review and recommendation.  The Public Works Department existing utility location van meets these categories.  The existing van is 20 years old and has 153,427 miles on the odometer.  It is the Fleet Maintenance Supervisor's recommendation this vehicle has served its useful life and should be replaced.



RECOMMENDATION:

The approval of the do not exceed proposals from Ford of Port Richey and the purchase of miscellaneous hardware to outfit the vehicles is recommended.



BUDGET/FISCAL IMPACT:

 

These two (2) pieces of equipment are identified in the City's 2015/2016 Capital Equipment/Improvement Plan in the Water and Sewer Construction Services Division and the Water and Reclaimed Water Distribution Division.  Funding for the pickup truck and miscellaneous hardware installation are available in the division line item account No. 401-0109-536-64-15.  Funding for the cargo van and miscellaneous hardware installation are available in the division line item account No. 401-0107-533-64-15
