REQUEST:

Request from Council is to approve negotiation of an agreement to develop the Baptist Church Property acquired by the Community Redevelopment Agency in December 2005. 




DISCUSSION:

In December 2005 the CRA acquired the Baptist Church Property located at 6561 Circle Boulevard. The church was demolished, and the site was prepared for further development. Previously, the CRA considered several development proposals. However, none were fully executed.

 

In early 2015, to understand the growing demand for urban residential living as demonstrated in many cities, the CRA engaged Zimmerman/Volk, a nationally-recognized expert in urban core analysis. Guided by the results of the study, RFQ 16-007 was issued to find qualified developers with innovative and distinctive qualities that will permit the city to capitalize on what is viewed as renewed interest in downtown residential living.

 

The RFQ was processed as follows:

  • RFQ released on Friday, November 13, 2015
  • Questions/Clarifications regarding the RFQ were due Wednesday, December 2, 2015
  • Last day for any addenda to be issued was Wednesday, December 9, 2015
  • Submission of qualifications deadline was Friday, December 18, 2015 at 3 pm EST
  • Project evaluation and rankings occurred Wednesday, December 23, 2015

 

There was one respondent to the RFQ: People Places, LLC. In the analysis of this respondent, it was determined that all the criteria were met. The qualified respondent demonstrates an exceptionally strong familiarity with New Port Richey. Additionally, the firm demonstrates a very high degree of expertise in new urbanism design and development.




RECOMMENDATION:

Economic Development respectfully requests the CRA Board to pursue a development agreement with People Places, LLC that can be executed in a way to fully utilize the highest and best use of this property for the citizens of New Port Richey.
