The request is to authorize the City Manager to enter into a contract with The Sports Facilities Advisory & The Sports Facilities Management (SFA/SFM) to conduct a Market Study, Facility and Operations Audit and Pro Forma for the Recreation and Aquatic Center Expansion Project at cost not to exceed $21,500.

For some time now, the staff has been contemplating the effecting of several studies as it relates to the proposed improvements at the Recreation and Aquatics Center Project. In that regard, the staff is recommending a study that encompasses the following three program elements: a Market Study, Facilities and Operations Audit and Pro Forma.  A copy of the proposal from SFA/SFM is attached for your review. 

The SFA/SFM team is a Clearwater firm that has a considerable amount of experience in forecasting and effective planning for recreational facilities.  In fact the SFA/SFM team has overseen the financial planning and development of a portfolio of more than $5 billion in sports, recreation, fitness and entertainment venues.

Incidentally, if this request is approved the SFA/SFM team has agreed to complete the study within four to six weeks of contract execution.
