RE:Bid Award 16-005: City Hall, Library, and Fire Station Exterior Painting Project

REQUEST:

The request of staff for the City Council is to review the attached Engineer's recommendation memo and to consider approval and award of the lowest bid submitted by VNP Painting Company in the amount not to exceed forty-five thousand five hundred dollars and zero cents $45,500.00  for the Pressure Cleaning and Exterior Painting at City Hall, the Library, and Fire Station One.   

 



DISCUSSION
:

As Council is aware,  the building improvements have been conducted at City Hall, the Library, and Fire Station One over the last couple of years.  Improvements have included HVAC upgrades, roof replacements, skylight elimination, and store front upgrades.    Subsequent to these upgrades, staff has determined that the exterior areas of these facilities are in need of pressure cleaning and painting.  Caulking and peeling of the existing paint is present and a rapid cost escalation is expected to occur if the painting of the structures is not performed.    

 

Nine competitive bids were opened by the City on December 10, 2015.  The project bids received ranged from a low bid of forty-five thousand five hundred dollars and zero cents $45,500.00 to a high bid of two hundred four thousand one hundred fifty-nine dollars and zero cents $204,159.00.  The City Engineer reviewed the bid documents required for each submission, verified references, and has recommended the bid award of the project to VNP Painting Company.

 



RECOMMENDATION:

Approval and award the low bid submitted by VPN Painting Company is recommended.

 



BUDGET/FISCAL IMPACT:

Funding for the project is identified as Penny for Pasco two tax dollars.  As Council may recall, a large savings was achieved at the conclusion of City Hall and Library Roof Replacement Project that was funded by Penny for Pasco tax dollars.  It is staff's recommendation to Council to utilize a portion of those dollars for the funding of this proposed project.
