RE:Stormwater Utility Expansion - 5031 School Road Property Purchase

REQUEST:

The request of staff for City Council is to review and consider for approval the "AS IS" Residential Contract for Sale and Purchase Agreement in the amount not to exceed sixty thousand dollars and zero cents ($60,000) and the Buyer's and Seller's Combined Closing Statement Agreement from Master Title Service, Inc. in the amount not to exceed one thousand three hundred fifty-nine dollars and twenty-five cents ($1,359.25) for the purchase of residential property located at 5031 School Road.



DISCUSSION
:

As Council may recall, rain events in the summer of 2015 caused several repetitive property and/or street flooding within the City Limits.  Tanglewood Terrace Phase One was an area that experienced both types of flooding.  Subsequent to staff's post event field review, it was determined that the repetitive flooding was caused by several factors.  One of the factors is an older neighborhood designed at or below the 25 year design standards.  Although a stormwater pond was constructed during the neighborhoods development, it was not constructed to a size that can handle large events or several small events over consecutive days.  Stormwater Improvements/Upgrades are identified for this area in the City's 2013 Master Drainage Plan 10 year update as item number eight.  Topography maps included in the report identify this area to be bottom of the basin or low point. In an effort to create a stormwater betterment project for the neighborhood staff is proposing to construct a dry stormwater pond with an overflow structure that ties into the existing stormwater system to capture and relocate the stormwater during an event as to eliminate or reduce the property and street flooding.         



RECOMMENDATION:

Approval of the residential property purchase located at 5031 School Road is recommended.

 



BUDGET/FISCAL IMPACT:

Funding for the purchase is available in the Stormwater Utility Division Account 002-0103-538-63-99 Miscellaneous Flood Control.
