RE:Resolution No. 2016-10: Florida Fish and Wildlife Conservation Commission Boat Ramp Improvements Grant

REQUEST:

The request of staff for Council is to review and consider for approval the proposed Resolution No. 2016-10 authorizing staff to apply and accept a Florida Fish and Wildlife Conservation Commission (FFWC) grant for  improvements at the Sims Park Boat Ramp.

DISCUSSION
:

As Council may recall, during the Sims Park Improvements Project design phase, improvements to the boat ramp area where discussed.  Subsequent to staff investigation, it was determined the Florida Fish and Wildlife Conservation Commission has made grants available to agencies for the type of improvements discussed. The proposed improvements to the boat ramp area include the construction of a restroom servicing males and females separately rather than the current unisex facility, seawall repairs, ramp extension, and finally the dredging or removing of large rocks located at the end of the ramps.

As part of the grant application process the FFWCC requires agencies to approve a resolution recognizing the program.  The resolution before Council calls out for a re-imbursement grant of $300,000 by the FFWCC and $100,000 to satisfy the $400,000 project estimate should the City's application be approved by the Commission.

RECOMMENDATION:

Staff recommends the approval of Resolution No. 2016-10.

BUDGET/FISCAL IMPACT:

The reimbursement grant funding is considered revenue to the City's Capital Improvement Program.  Funding by the City is identified as Penny for Pasco (2) tax dollars.
