REQUEST:

The request of staff for the City Council is to review the attached New Port Richey Construction Services recommendation memo and to consider approval and award of the lowest bid submitted by Schaer Development of Central Florida in the amount not to exceed $3,861,853.44 for the 2015/2016 As-Needed Misc. Pipeline Construction ITB-16-009.  



DISCUSSION
:

On November 19, 2013 Council approved the 2013 As-Needed Misc. Pipeline Construction Project bid award.  The purpose of the bid award was to secure construction services and pricing for utility projects that were emergencies, time sensitive in nature, or when utility conflicts were discovered during other construction projects performed by the City, State, and County.  Securing construction services and pricing allowed staff to eliminate two to three months typically spent on the bidding phase and reduce costs associated with the bid process.  During the 2013 As-Needed Misc. Pipeline Construction Agreement several projects were completed.  These projects included the sanitary sewer pipeline replacement on Main Street, the removal of a section of Grand Blvd. for the Sims Park Improvements, the Rec. and Aquatic Center Watermain Relocation project, US Hwy 19 Continuous Right-Hand Turn project conflicts, Hemlock Drive Water Main Upgrades, and several asphalt paving locations.  As Council may recall, the 2013 As-Needed Misc. Pipeline Construction Project agreement expired on December 31, 2015.  This agreement proved to be an efficient tool in managing these types of construction project. 

 

Construction Services reviewed the 2013 agreement and made changes to improve proficiencies and advertised to bid on February 14, 2016.  Three competitive bids were opened by the City on March 11, 2016.  The project bids received ranged from a low bid of $3,836,504.44 to a high bid of $7,216,110.00.  The City's Construction Services Manager has reviewed the bid documents required for each submission, verified references, identified and corrected two mathematical errors that resulted in an increase of $25,349.00 to the submitted bid. Therefore, no changes were made in the bid submission order. The error has been acknowledged by the contractor and the increased dollar amount has been added to the bid total to reflect the correct bid amount of $3,861,853.44



RECOMMENDATION:

Approval and award the low bid submitted by Schaer Development of Central Florida is recommended.

There is no budget impact at this time.
